Teams were placed in certain positions based on their division's finish during the prior championship. In 2007 two divisions were split, creating two more automatic berths. The team from the existing division that placed highest during the preceding year's championship maintained the position for the division, while the new divisions were randomly placed in the 14th and 15th positions, as per league rules. The host always receives an automatic bid and is placed in the 16th position unless they win the division, in which case they assume their division's position from the previous year's finish and the host division runner-up receives the 16th position.
