1999-2000 Annual Meeting

Enclosed are the minutes from the annual meeting held December 10, 1999 at the Holiday Inn, King of Prussia, Pennsylvania.

Women's Meeting

Attending: Dan Sharadin, Commissioner; Chris Martin, Assistant Commissioner; Tom Tracey, Director of Officials; Mike Wooster, Bucknell; Mike Maroney, Hartwick; Luis Nicolao, Princeton; Scott Reed, George Washington; Derek Ellingson, Queens; Carl Quigley, St. Francis; Keith Bullion, Grove City College; Jim Yeamans, Slippery Rock; Jim Floerchinger, Harvard; Liz Grimes, Harvard; Jeff Ma, MIT; Todd Clapper, Brown; Brian Kelly, Iona.

Mike Wooster made a motion to move the Eastern Championship from an 8-team format to a 12-team format. Seconded by Jeff Ma. Motion carried unanimously.

Todd Clapper made a motion to accept the 12-team format submitted by Allyson Gillespie and Dan McOsker. Seconded by Mike Wooster. Motion defeated.

Jim Floerchinger made a motion that Mike Wooster creates an alternative 12-team format, to send out with the current format in the coach’s manual. Coaches will then vote via mail ballot before January 15th. Seconded by Luis Nicolao. Motion carried.

Dan Sharadin made the motion that the re-alignment of the Mid-Atlantic Division as presented in W5 be accepted. Seconded by Carl Quigley. Motion carried.

Motion on the floor to split the New England Division into two separate divisions. Motion defeated.

Luis Nicolao withdraws proposal W1.

Luis Nicolao made a motion that all league games count towards standings in the Atlantic and Allegheny divisions. Current league rule states only the first game played counts towards seeding at championships. Seconded by Todd Clapper. Motion defeated.

Jim Floerchinger made a motion to accept the bid structures to Easterns as follows: (4-New England, 2-Alleghany, 2-Atlantic, 2 New York, 2 at-large) to the order of finish at their respective championships. Seconded by Jeff Ma. Motion carried.

Mike Wooster made a motion that the Board of Review makes the decision on which teams receive the at-large bids. If someone is on the board of review and their team is under consideration, that person will be replaced. Seconded by Jeff Ma. Motion carried.

Mike Wooster made a motion that the top finishers in each division automatically receive a top four bid at the Eastern Championship. The Board of Review would seed them accordingly. They would also seed the remaining eight teams. Seconded by Derek Ellingson. Motion carried. (Motion later reconsidered and defeated)


Men's Varsity Meeting

Dan Sharadin made a motion that we accept the participation contract for all collegiate clubs, beginning in the fall season. Seconded by Jeff Ma. Motion carried.

Dan Sharadin made a motion that we will adopt a player of the week for men's sport clubs and women. It would begin with the 2000 women's season. Seconded by Mike Wooster. Motion carried.

Todd Clapper made a motion to adopt Mike Schofield proposal on governing non-league competition for the varsity men's teams (V1). Seconded by Luis Nicolao. Motion defeated.

Luis Nicolao made a motion to adopt his own proposal to extend the league play one week from the current structure and keep the same break between championships and Easterns that currently exist. Seconded by Mike Wooster. Motion carried.

Jim Floerchinger made a motion that the first league weekend would be moved to the first weekend after the Ivy League is permitted to play. Current policy states the league schedule begins on 9/9/00. Seconded by Jim Yeamans. Motion carried.

Jim Floerchinger made a motion that no league competition may be played on Rosh Hashanah or Yom Kippur. Seconded by Keith Bullion. Motion carried.

Commissioner noted that for the 2000 season the September 30 weekend would not be included in the schedule this year.

Jeff Ma made a motion that Division III coaches are allowed to rank officials before assignments are made to Division III Easterns, similar to what is done for men's Easterns. Seconded by Joe Linehan.  Motion carried.

Jeff Ma made a motion that Division III Easterns should be played in an all-deep facility regardless of length. Seconded by Joe Linehan. Motion carried.

Dan Sharadin made a motion that Division III Easterns is limited to varsity teams. Seconded by Joe Linehan. Motion carried.

Dan Sharadin made a motion that Division III championships and the Division III regular season tournament would be rotated evenly between the Division III schools, with the regular season tournament rotating between the schools with shallow/deep facilities and the championships moving among the all-deep facilities. Jeff Ma seconded. Motion carried.

A consensus motion was made that the Northern Division stays status quo with regards to their schedule.

The Southern Division will restructure and drop one of the weekends and play a single round robin over two weekends with the emphasis to pull no more than two games. Seconded by Mike Schofield.  Motion carried.

Luis Nicolao withdraws motion V13.

Proposal/motion V14 did not receive a second and consequently dies on the floor.

Dan Sharadin made a motion that teams forfeiting lose the ability to host the following year. Seconded by Mike Wooster. Motion carried.

Dan Sharadin made a motion that coaches or players ejected from a game for misconduct shall be suspended from the next league contest. Currently the penalty applies only to the game in which the infraction occurred. Seconded by Mike Schofield. Motion defeated. (Note that the NCAA Water Polo Committee has since passed a rule that coaches or players receiving a Red Card are suspended for one additional game).


Joe Linehan made a motion that the current policy regarding the composition of the Board of Directors is changed to read "must include one women's coach and one men's coach." Current policy states that the BOD includes at least one male coach and one female coach. Seconded by Mike Wooster. Motion carried.

Joe Linehan made a motion to change the current eight-team championship schedule on Sunday to have the fifth place game at 9:00 AM and the seventh place game at 1:30 PM. Seconded by Luis Nicolao. Motion carried unanimously.

Joe Linehan made a motion that there is a schedule review committee established to look at the varsity season schedule before it is released. The motion did not receive a second.

Joe Linehan made a motion that there be no games scheduled after 5:00 PM on Sundays during league play. Seconded by Jim Floerchinger. Motion defeated.

Mike Wooster made a motion that if the league office is informed of a person deck-changing, the following should occur: First time, a letter of warning to the coach. Second time, the athletic director will be informed. Second by Derek Ellingson. Motion carried.

Dan Maloney via Joe Linehan made a motion that the league pay for and hire all desk officials. Motion did not receive a second.

Mike Wooster made a motion that the Southern Division will have two regional tournaments where teams play double round robin within their region, seed according to the way we do championships, which is east versus west. That the seed that won the prior year gets the first seed in the current year. The southern championships should include everyone. Seconded by Luis Nicolao. Motion carried.

Joe Linehan made a motion that all the Northern teams attend Northern Championships. Seconded by Derek Ellingson. Motion carried.

Mike Wooster made a motion that the Board of Review consists of Jim Floerchinger and Luis Nicolao, Loren Bertocci and Richard Turner as chair. Seconded by Jeff Ma. Motion carried.

Mike Schofield made a motion that Friday night before Men’s Eastern championships, between the host, league office and BOD that they will work towards making an awards/recognition dinner for all the teams involved. Seconded by Derek Ellingson. Motion carried.

Jim Floerchinger made a motion to pay a non-working head referee for Eastern championships a stipend of $100/day, pay for meals, and a hotel. Seconded by Luis Nicolao. Motion carried.

Mike Wooster made a motion that before the non-working official assigns the final game at Easterns, they must consider input from the coaches although it is non-binding. The final say goes to the assignor. Seconded by Keith Bullion.

Mike Wooster made a motion that the assignor and the two coaches all vote 1-4. A fourth party (Director of Officials) will tally the votes and announce the referees. Seconded by Keith Bullion.  Motion carried. This motion superseded the earlier motion.

Dan Sharadin made a motion that changes the Bylaws to read one member of the Board of Directors be identified not as a coaching position or as an institutional administrator position but as a corporate position and ideally this person would have some reference to the CWPA. This BOD would begin to identify a way for the CWPA to secure financial possibilities for the organization. Seconded by Scott Reed. Motion carried but needs to go out to vote by mail ballot because it would be a change in the bylaws.

Luis Nicolao made a motion to nominate Mike Wooster to the BOD. Seconded by Jeff Ma. Motion carried.

Todd Clapper made a motion to reconsider an earlier motion for the women’s Eastern Championship. Seconded by Jim Floerchinger. Motion carried.

Todd Clapper made a motion to reconsider the decision that the winners of each division receive the top four seeds at Women's Easterns go to mail ballot. Seconded by Jim Floerchinger. Motion carried.
